Instructions for Applicants

The Program will close for applications once the total program funding of $1 million has been fully allocated, or by the application close date of 30 April 2026, whichever occurs first. 

The assessment process is non-competitive, and applications that do not clearly and sufficiently respond to the criteria will not be given the opportunity to provide additional information. Incomplete applications and/or applications received after the closing date will not be considered.

Program Details

The Community Improvement District Act 2025 (the CID Act) was passed by the NSW Parliament and assented in May 2025. The CID Act provides for the establishment and operation of CIDs in NSW and reflects important feedback received from stakeholders through the Exposure Draft of the CID Bill. 

The $1 million CID Seed Funding program will support early CID proponents with seed funding to contribute towards eligible costs incurred during the process of becoming a CID. The program will also help inform Transport for NSW, as the CID Authority, in developing future grant opportunities and capacity-building activities that support the establishment of CIDs in NSW.  

Program objectives:  

  • Provide seed funding to enable CID proponents to prepare the statutory documentation required for CID establishment (for example, a CID Proposal [section 9 of the CID Act], Community Consultation Report [section 10 of the CID Act], and related deliverables).  
  • Reduce financial and procedural barriers for motivated CID proponents.  
  • Build CID proponent capacity in governance, consultation, and financial modelling.  
  • Support early engagement that demonstrates the benefits of CID formation to key stakeholders.
